Can I use a on-off-on rocker switch for the tow/haul on one position and range on the other on position?

Yes you could – and since those modes cannot be used simultaneously that isn’t a bad idea. You would connect the mode return wire to what is generally the middle terminal and then each mode wire to each of the other two terminals. It’s even possible to get one with 6 terminals if you want switching for indicator light wires. Be especially wary of any switches that have built in lights, those are generally only made for switching power, and since no power is involved with the modes, the light part of them will not work. I recently had a customer that found some push button switches that have a built in light, and the light is independent of the switch – something like that would work but they are not very common.

Perfect, that was what I was thinking, since multiple drivers will be using this truck, so it will make it harder for someone to mess it up. Also, I should be able to use the ground side of an LED light to illuminate which mode it is, correct?

Yes if you are using a toggle switch you can splice the black ground wire of the led to the tow mode wire. That should only be done with LED’s they do not draw enough load to hurt anything.

If you did that with an incandescent bulb it might blow the internal circuit in the TCM – use a DPST switch instead for those, those switches have 4 terminals. Two for two separate circuits controlled with the same toggle switch.
